GREEN LAKE TOWNSHIP JOB DESCRIPTION
POSITION: Emergency Services Director
Nature of Work:
This is an irregular scheduled, exempt position responsible for the administrative and supervisory work in the management of Green Lake Township Emergency Services.
The normal workweek for this position varies due to the unique nature of this position. It is subject to change when unexpected events require the incumbent to work additional hours.
GENERAL SUMMARY:
The Emergency Services Director has direct responsibility for the administration of the Green Lake Township Emergency Services and answers to the Green Lake Township Board in the chain of command. The Emergency Services Director has all of the authority vested in the position by Michigan law.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
1. Answer all fire/rescue/medical· calls when on duty and as a volunteer (when available)
2. Be accountable for the completion of all actions, duties, and responsibilities of the station chain of command, including the body of emergency responders.
3. Purchase or recommend purchase of goods and services required for the proper maintenance and repair of the emergency vehicles, buildings and other Township property as required
4. Under advisement of the township board, establish budget priorities, and submit annual budget recommendations to the Township
5. Remain familiar with and operate within the Township Emergency Services budget
6. Maintain all personnel and training records
7. Schedule and plan all fire/rescue/EMS training sessions as required by MIOSHA, ISO, FD, Township and State of Michigan.
8. Forward all pertinent information to the Township and its billing service for documentation and billing purposes in a timely manner
9. Be responsible for submittal of all reports to the Township Board as required
10. Maintain knowledge of current Medical Control protocols, policies, and procedures
11. Maintain knowledge of current State of Michigan EMS and Fire Service structure, laws, and rules
12. Disseminate information to the membership regarding changes to Fire/EMS standards and practices
13. Administer quality assurance programs as required
14. Be responsible for the maintenance of records, documents, vehicles, and Agency in general to be in compliance with State of Michigan standards and to pass annual Agency inspection.
15. Organize work schedules, review payroll, and approve time sheets
16. Recommend to the Green Lake Township Fire Board hiring qualified individuals
17. Orientation of new fire/ems employees
18. Be responsible to ensure the development of new or the modification of existing policies, procedures, protocols, and/or standards
19. Be chief planner and contact person for all GLTES public education/public relation sessions and events. This requires acquiring and maintaining quality relationships with the businesses and constituents of the Green Lake Township area
20. Remain proficient with all tools and equipment associated with the Paramedic and Firefighter II levels
21. Operate computer, printer, calculator, copy and facsimile machines, telephone, radios or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software
22. Shall comply with the Green Lake Township Employee Handbook.
EMPLOYMENT QUALIFICATIONS:
1. High school graduate or equivalent
2. Pass a criminal background check to the satisfaction of the Township
3. Possess a valid, unrestricted Michigan Driver License (0) with less than six points
4. Leadership experience with a minimum of five years in a supervisory position(s) in a professional organization or business.
5. Michigan licensure as Paramedic
6. Five years of experience performing patient care with an EMS transporting agency( s) and ALS Service
7. Current level of function as a Paramedic and at least five years of transporting experience as a Paramedic.
8. BTLS, ALCS, & PALS
9. BLS certification
10. Michigan Firefighter III including or be able to obtain within six (6) months;
a. State of Michigan Emergency Driving Certification
b. Hazardous Materials Operations
c. Vehicle Extrication/Stabilization
d. Pump Apparatus Operator
e. FEMA IS-100, IS-200, IS-300, IS-400, IS-700, IS-800
11. Live within twenty miles of the station within six (6) months of being hired.
DESIRABLE QUALIFICATIONS:
1. College degree in Administration or similar degree
2. State of Michigan EMS I/C
3. State of Michigan Fire Service Instructor I
4. State of Michigan Fire Officer IV
PHYSICAL REQUIREMENTS:
1. Must pass drug test along with an initial and annual physical examinations for Fire and EMS service as required
2. Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and perform repetitive motions
3. Must be able to perform heavy work exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects
